This section presents thematic reports prepared on an annual basis according to the requirements of Cedefop and the European Commission, and according to the uniform format.

 

Report on green skills (draft)

At the request of Cedefop, the ReferNet network responds to the challenges of the green transition, which naturally assumes that member states identify green skills that are important for the development of the country. The report informs about documents and activities related to the anticipation of skills (including green ones) and about the expected impact of the green transition on education and the labour market in Slovakia as identified by current policies.

Report on teachers and trainers in a changing world

Cedefop published reports elaborated by the ReferNet network explaining the status of teachers and trainers/instructors in the VET system. Reports were prepared based on a common structure, which allows comparison between individual countries. They bring concrete examples of cooperation between schools and companies. In the Slovak report they are presented in Annex 3 and contain four examples of good practice. Annex 1 informs about legislative coverage of the position of teachers and Annex 2 provides statistical data for 2020. Reports are available at the dedicated Cedefop web page.

European Skills Index (ESI 2020)

Slovakia ranked 19th in European Skills Index 2020 (ESI 2020), while Czechia ranked again 1st among 31 examined countries. ReferNet Slovakia has prepared a brief analysis of Slovakia's results in comparison with the Czechia.

European Skills Index (ESI 2018)

The European Skills Index (ESI) is a composite indicator developed by Cedefop based on 15 individual indicators grouped into three pillars, each of which measures a different aspect of skills systems in the EU countries, Island, Norway and Switzerland.

REPORT ON POLICY STRATEGIES, INITIATIVES AND PRACTICES TO PREPARE VET SYSTEMS FOR DIGITALISATION AND FUTURE OF WORK TECHNOLOGIES

Slovakia belongs to the countries that are, due to their economic structure, very vulnerable to automation and digitisation. The need to respond to the challenges of Industry 4.0 translates into conceptual documents to face this challenge. This report provides clear information on this. REPORT ON INTERNATIONAL MOBILITY IN APPRENTICESHIPS WITH A FOCUS ON LONG-TERM MOBILITY

The mobility of students and educational staff is rightly seen as a significant incentive to improve the quality of education in participating schools. Mobility also has great potential, not yet used, for systemic changes in VET. In the context of the planned increase in the amount of funds for mobility and in the context of considerations for increased support for long-term mobility over 90 days, the ReferNet network was asked to prepare short reports on the subject. CEDEFOP PUBLIC OPINION SURVEY ON VOCATIONAL EDUCATION AND TRAINING IN EUROPE

At the initiative of the European Union Cedefop carried out a questionnaire-based opinion survey on VET. Results based on responses from 35,646 EU citizens are available in publication Cedefop European public opinion survey on vocational education and training. REPORT ON OUTREACH AND GUIDANCE IN UPSKILLING POLICIES IN THE EUROPEAN UNION

REPORT ON KEY COMPETENCES IN VET

The ReferNet network prepared reports on implementation of key competences in national curricular documents, following the Cedefop’s requirements and based on the common content structure prepared by Cedefop. In development of state educational programmes (StEPs) Slovakia refers to the Recommendation of the European Parliament and the Council, which identified eight key competences. Nevertheless, in StEPs valid from 2008 it focused on six key competences and in StEPs valid from 2014 onwards on three ‘clustered’ competences. How this issue is tackled by other countries can be seen from the dedicated Cedefop web page, where reports in a uniform format are published.

REPORT ON SUPPORTING TEACHERS AND TRAINERS FOR SUCCESSFUL REFORMS AND QUALITY OF VET – MAPPING THEIR PROFESSIONAL DEVELOPMENT IN THE EU

Based on the Cedefop’s proposal and requirements the ReferNet network prepared reports on situation of teachers, trainers and instructors in VET. Reports should contain definitions of IVET, categorisation of staff involved in IVET delivery, description of qualification requirements, and topical political themes related to their professionalization. One of chapters should focus on relevant projects supported by ESF or other EU resources. Reports for all network countries are available from the dedicated Cedefop web page.

REPORT ON INNOVATION IN VOCATIONAL EDUCATION AND TRAINING

Thirteenth of twenty two short-term deliverables adopted by the Bruges Communiqué (2010) addresses partnerships for creativity and innovation. As this topic belongs to priorities of the Latvian EU presidency, the ReferNet network prepared short studies on this issue, in which Slovakia, unfortunately, legs behind in a long term. The introductory part brings analysis of results of Innovation Union Scoreboard 2014 and Regional Innovation Scoreboard 2014.  Slovakia legs behind the EU average in all measured dimensions except one (Human Resources), and moreover, Slovakia increases its lagging behind the EU. A serious problem is that good results in the Human resource indicator (13th in the EU) reflect favourable quantitative data, but not qualitative data. Following the Cedefop’s requirements the study focuses on one example of measures aimed at supporting innovation in VET. The report deals with an ESF project (www.zsodborne.sk) that could achieve systemic changes concerning VET by creating preconditions for making VET more attractive already during lower secondary education. REPORT ON APPRENTICESHIP-TYPE SCHEMES AND STRUCTURED WORK-BASED LEARNING PROGRAMMES

Support for practical training in companies’ facilities or directly at workplaces is a highly topical VET-related theme across Europe. In this regard, several EU countries including Slovakia examine possibilities for implementing the dual model of VET, known e.g. from Germany. This short report informs on current initiatives to support cooperation between schools and companies in delivering practical training. It also draws attention to the current systemic problems the need to strengthen cooperation between schools and companies is linked to. REPORT ON EARLY LEAVING FROM VET

The 2013 short report focuses on the topic of early school leaving from VET. Early school leaving is a serious problem in many member states, especially rich ones, featuring a high inflow of immigrants. Europe 2020 strategy requires that all EU countries reduce early school leaving rate of 18 to 24 aged below 10% till 2020. According to official statistical data, Slovakia for a long term meets this benchmark. Nevertheless, the situation is problematic as total excellent LSF data hide alarming unfavourable results concerning qualification of part of Slovak inhabitants. A REPORT ON RESPONSE OF SLOVAKIA TO EUROPEAN COMMISSION COUNTRY-SPECIFIC RECOMMENDATIONS (APPROVED BY COUNCIL OF THE EU) ON VET

The European Commission has set up a yearly cycle of economic policy coordination called European semester. Each year the European Commission prepares a detailed analysis of EU Member States' programmes of economic and structural reforms (the so-called national reform programmes) and provides them with recommendations for the next 12-18 months (country-specific recommendations). Based on the request of the Commission, responses to CSR were for the first time analysed by independent experts in 2012. ReferNet Slovakia prepared a report for Cedefop on response of Slovakia to CSR 2012.

Independent written responses to CSR were not prepared in 2013 due to disagreement of some EU countries. The Commission gains information directly. ReferNet Slovakia expresses its opinion to CSR 2013 and NRP 2013 by different way.

 

SKILLS AND COMPETENCES REPORT

In 2011 ReferNet Slovakia prepared a report on skills and competences in health and social work sector in Slovakia, focusing in particular on educational programmes delivering training for occupations selected by Cedefop for the purposes of European comparison. The report and interviews with experts are based on a questionnaire developed by Cedefop. Cedefop will use information in its comparative working paper to be prepared for European Commission in 2012.
